Abstract

The United States is dangerously short of mineral resources which are critical to the health, comfort, economic prosperity, security, and survival of its people. Present trends in governmental policy are aggravating rather than easing these impending shortages. Public lands should remain available for mineral development unless some other use clearly compels a specific withdrawal. No withdrawal should be made unless such other use of the land is clearly more beneficial than mineral development.
