Abstract

The concepts of project management permit us to plan, organize and control each state of a complex undertaking with greater efficiency and greater economy. Unfortunately, these concepts are frequently misunderstood and/or misapplied. By definition, a “project” is an organization with a finite life that is assembled to achieve a specific objective—it is an entity that is effectively independent of the hierarchical structure of the corporation, but it must have the complete visible support of corporate management to be viable. A project is not a committee nor is it a control system nor is it a manager—it is a responsive group of people who are dedicated to the completion of a specific task on schedule and within budget via the optimal use of human, physical, technological and economic resources.

Because we are exploring for petroleum reserves in more and more inhospitable environments—stormy and/or deep waters that are often far offshore, remote arctic areas, etc., production-development decisions must be made as early as possible for economic reasons even though they involve very large capital investments and require a total commitment to the completion of the project. Consequently, effective project management is necessary—albeit not always sufficient—for successful development.

The concepts of project management are discussed in this paper — with particular emphasis on petroleum development. Some necessary conditions are suggested and an attempt is made to quantify the benefits of project management.
