In the Yellow Sea, East China Sea, South China Sea, and Gulf of Thailand, 13 states are involved in seabed-jurisdiction problems. Of these, only two have entered into bilateral boundary agreements and only four have become parties to the Convention on the Continental Shelf. Numerous problems remain to be solved. In general, we conclude that (1) the Asian coastal states have exclusive competence to license exploration for and exploitation of the seabed resources of the marginal seas surrounded by these states, and (2) the application of equidistance methods, with due regard to special circumstances, should be the guiding principle in determining seabed jurisdiction between opposite states.
