Abstract
The Federal Emergency Management Agency (FEMA) has been evaluating their emphasis on hazard mitigation because of the number of natural disasters throughout the nation in the last five years. The new mitigation strategy is on pre-disaster planning and proactive mitigation. A need for local governments to prepare hazard mitigation planning documents and to be made aware of resources available to them to complete the plan was identified. The method of introducing these processes to the communities was through local workshops dealing with area specific hazards. A simple and direct approach with the rural communities of Utah was accomplished by using a workbook in which each participant created their own hazard mitigation plan.
